Aston Villa have reportedly rejected a £20m player-plus-cash deal from Tottenham for midfielder Jacob Ramsey.
Unai Emery's side need to sell some of their first-team stars this month to ensure that they do not break Premier League spending rules.
Under the current profitability and sustainability regulations (PSR), top-flight clubs are allowed to lose a maximum of £105million over a three-year period.
Mail Sport revealed earlier this month that Villa had sent a proposal to their fellow Premier League clubs, suggesting the limit be increased to £135m and hoping to bring a vote on the matter at the shareholders' meeting on June 6.
Yet with immediate change unlikely, Villa must look at player sales and 23-year-old Ramsey has caught the attention of league rivals Spurs.

According to The Times, Villa have rejected a £20million offer for Ramsey which included Spurs midfielder Giovani Lo Celso as part of a swap deal.
Reports had previously suggested that Villa were interested in signing the Tottenham outcast, who made 22 appearances in the league last season.
According to the outlet, Villa value the 23-year-old midfielder - who has three years left on his contract - at between £40million and £50million.
Ramsey contributed to just two goals in the league last season (one goal, one assist) after struggling with a toe injury, having been involved in 13 goals the campaign prior.
Mail Sport recently revealed that Brazilian midfielder Douglas Luiz is another one of the big names that Villa are considering selling to meet PSR rules.
Spurs meanwhile are clearly out to bolster their midfield options amid reported interest in Southampton star Carlos Alcaraz.

The Argentine midfielder joined the Saints from Racing Club in January 2023 and has scored eight goals in 47 appearances.
He spent the second half of last season on loan at Juventus, contributing one assist in 12 matches.
Southampton value the player around £30m and Spurs hope sending a player the other way will be a solution.
According to The Sun, Spurs are considering offering defender Joe Rodon in a player-plus-cash deal for the Saints midfielder.
