As we stand on the cusp of the 28th Conference of the Parties (COP28), organized in Dubai, United Arab Emirates, the urgency of addressing climate change could not be more apparent. The Conference will be a critical juncture for collective action, courage, and bold decision-making for the well-being of our planet, and for the future of our civilization.

Earlier this month, the European Union’s expert group on climate change, Copernicus, stated it was “almost certain” that 2023 would be the hottest year on record in the last 125,000 years, bringing together its data and that of the Intergovernmental Panel on Climate Change (IPCC). We can no longer ignore their warnings; we can no longer ignore the signs.
Climate change poses an existential threat to life as we know it; life as we enjoy it. It transcends geographical borders and impacts all nations, regardless of might or size, and all citizens, irrespective of their political, economic, or social standing. In this context, and with the increasing power of climate catastrophes, COP28 is not just another climate conference; it is an opportunity to chart a course that is essential for our planet, the environment, and, crucially, the economy, security, and stability of all. It also represents a deadline: one we can no longer postpone.
The economic impact of climate change has become undeniable. Environmental degradation not only affects the livelihoods of communities but also places a burden on our economies. Rising sea levels, extreme weather events, and resource scarcity disrupt global supply chains, jeopardize food security, increase risks to physical and mental health, and inflate the costs of adaptation and mitigation. The business case for addressing climate change has never been clearer. Taking united and bold actions at COP28 can drive innovation, create jobs, and foster sustainable economic growth that will benefit us all. This is precisely why including the private sector is crucial. Without joint public-private efforts, we can at best hope that half of our global climate goals will be met. We cannot proceed effectively if only half of the key actors, the ones that hold the keys to sustainable climate finance, are in the negotiating room.
Climate change is also a force multiplier for conflict and instability. It exacerbates existing tensions, displaces vulnerable populations, and threatens the lives of thousands as vital resources decline. COP28 offers a chance to foster global cooperation, helping to defuse these tensions and ensuring that climate-induced crises do not further destabilize regions worldwide. Inaction in the face of these challenges is not an option if we wish to maintain peace and security in the 21st century and beyond.
COP28 must be a call to action, a resounding affirmation of our shared commitment to protect our planet and the future of human life. It is a time for leaders to put aside differences and unite under a common purpose. The time to harness the courage to decide and act is now. Postponing decisions will only increase the risks and magnify the consequences – while achieving nothing.
The UAE has long recognized the significance of addressing climate change, not only as a responsible and forward-looking nation but also as one that understands the nexus between climate, energy, and economic diversification. We have embarked on ambitious clean energy projects, committed to reducing greenhouse gas emissions, and invested in sustainable technologies. But we cannot do it without all other nations.
This is where the importance of multilateralism comes in. Where its power and ability to deliver ambitious and groundbreaking action will be tested. The decisions we unitedly take, the changes we together make, can have a global impact on our planet and all its citizens. COP28 will be the perfect opportunity to prove that multilateralism is still a potent force for good – that it still works.
Thus, we proudly stand alongside the European Union’s commitment to forging a more sustainable future. This collaboration exemplifies the spirit of unity that is needed to confront the challenges of our time. As a global leader in climate action, the EU’s unwavering support for a green transition is key for global cooperation and unity in adhering to ambitious climate targets and creating sustainable, climate-resilient, and climate-neutral economies. Added to the UAE’s bold ambitions, willingness and technical know-how, such cooperation can go a long way.
As an Ambassador of my country, I call on all nations to embrace the spirit of cooperation, innovation and shared responsibility. Let us make COP28 a historic turning point where we demonstrate to the world that humanity has the courage and determination to face its greatest challenge head-on.
Our planet, its biodiversity, and the stability of life as we know it are all at stake. No one will gain in the long-term from the effects of climate change. Let us seize the opportunity at COP28 to unite and pave the way for a sustainable, prosperous, and secure future for all.
