Border Patrol chiefs say there's a 'new phenomenon' of migrants turning themselves in and not avoiding arrest because they know they will be released under Biden administration policies.
The stunning admissions by the chiefs of several border sectors was revealed during testimony before the House Homeland Security Committee. The committee, led by top Republican Mark Green, is actively probing Secretary Alejandro Mayorkas' role in perpetuating the ongoing border crisis.
DailyMail.com exclusively reviewed transcripts of the depositions by the chiefs taken between May and September 2023.
Chief Patrol Agent Aaron Heitke from the San Diego Sector told investigators in May that the rising amount of migrants turning themselves in is relatively new.
He affirmed that the enormous amount of illegal migrants who are 'giving up' and not actively trying to avoid arrest is a 'more recent phenomenon.'

Another agent, Gloriza Chavez of the Rio Grande Valley Sector, affirmed those comments, telling lawmakers in September that they're seeing 'a lot' of family units specifically turning themselves in to border officials.
Chief Patrol Agent John Modlin told investigators that the amount of migrants 'giving up' and handing themselves over to agents is in the hundreds.
Modlin, who operates in the Tuscon Sector in Arizona, said that due to the frequency of 'large give up groups,' it is 'not uncommon now to see a group of 200 to 300 people giving themselves up, and they’re doing it in some of the most remote areas.'
As a result, it is 'saturating' border patrol agents in the field and pulling a lot of resources to those areas, he said during a July deposition.

In the Tucson Sector specifically, a surge in migrant encounters has included hundreds of adult male crossers from the Middle East, Asia and Africa. The sector saw 17,500 encounters in a single week, its highest weekly total ever recorded.
Chief Patrol Agent Jason Owens told the committee that in his Del Rio Sector, migrants are 'predominantly turning themselves in.'
And sometimes those large groups 'got in excess of 500 people' in his sector, where they would 'wait for us to arrive' and be processed, he told lawmakers in May.
'There’s—for the majority of my career, I was chasing people that had crossed the border illegally. The phenomenon of having folks turn themselves in, it’s happened, but not at the levels that I have been seeing in the last couple years,' he continued.
'Secretary Mayorkas' policies encourage lawbreaking to such a degree that record numbers of illegal aliens are actually turning themselves in to Border Patrol agents, expecting to be released, rather than trying to escape across the border uncaught,' Chairman Green, R-Tenn., told DailyMail.com in an exclusive statement.
He said the policies of this secretary are actively 'incentivizing brazen violation' of the law and the chief patrol agents have made clear that this is a relatively new phenomenon.
Mayorkas revealed in October that 600,000 migrants evaded apprehension this year alone as they illegally crossed the border into the U.S.
And it is not known whether 169 terror watch list members who illegally crossed the southern border are in jail or have been deported.
Republicans on the committee have been investigating Mayorkas' role in the increasing border security crisis. They are expected to wrap up the fifth phase of their report in coming weeks, and possibly suggest that an impeachment inquiry into Biden's top official is warranted.

However, last month the House voted down a proposal by Rep. Marjorie Taylor Greene, R-Ga., to impeach Mayorkas - after a handful of Republicans sided with Democrats against the move.
In a 209 to 201 vote, eight Republicans joined Democrats in voting to refer the impeachment resolution back to the Homeland Security Committee - effectively punting it indefinitely.
But Greene is planning to bring up articles of impeachment again in coming days under a 'privileged' resolution, forcing her colleagues to vote on the measure within two days.
Democrats have argued that the is 'no valid basis for impeachment.'
Homeland Ranking Member Rep. Bennie Thompson, D-Ga., has said that the GOP investigation has been 'manufactured' throughout the entire process.
He issued a statement saying that over the summer, the committee's interviews with border chiefs showed that the Biden administration 'is enforcing border and immigration laws in an orderly, humane way, consistent with prior administrations of both parties.'
