Brazil council candidate and sister kidnapped and murdered over photo of them flashing 'gang' sign

An aspiring politician and her sister were tortured to death for allegedly making gang signs in a photo, police in the Brazilian west-central state of Mato Grosso said.

Porto Esperidiäo city council candidate Rayane Alves, 25, and her sister, Rithiele Alves, 28, were kidnapped along with two men, including their brother, after leaving a festival during the early hours of Saturday.

The suspects, alleged members of the Comando Vermelho, escorted the group to a party at a residence in the city center, where they stabbed the sisters and cut off their fingers and hair, the Mato Grosso Civil Police said.

One of the men was able to escape and alert the police.

Cops raided the home and found Rayane and Rithiele dead in one of the rooms.

The other man was found in a separate room with his one of his fingers and an ear cut off. He was also stabbed in the neck.

Mato Grosso Civil Police chief Hugo Rafael told Brazilian news outlet G1 on Monday that a jailed gang member ordered the murders of Rayane and Rithiele after learning that they had each made a hand gesture of the rival Primeiro Comando da Capital gang in a now-deleted photograph from September 8.

'All (suspects) confessed. At all times, they were on a video call with a (State Central Penitentiary ) prisoner,' Rafael said. 'They were tortured for about three hours and they continued to do what the prisoner ordered.

'Everything was ordered from inside the prison. One of those who confessed said that they had already been 'decreed' by the gang.'

Rafael said that Rayane Alves and the rest of the victims were intercepted by the gang and escorted to a party, where they had their cell phones checked.

The gang then took them to the house and 'they put the victims in a room and took them out one by one to torture them," the police official said.

Rafael said that cops have confiscated a cell phone from an inmate at the jail and are analyzing it.

He added that there is no evidence that Rayane Alves, her sister and brother and the other man had ties to any criminal groups.

Authorities have so far arrested 10 people, including five minors. At least four of the suspects were arrested at a hotel several hours after the murders following a shopping spree.

The five adults are expected to be charged with eight counts, including murder, attempted murder, kidnapping and corruption of children, according to Rafael.

They have been identified as Rosivaldo Nascimento, Lucas  Justiniano, Maikon Roda and Ana Costa and will remain in pre-trial detention.

The minors, whose names are being withheld, will be kept in custody for 45 days. During that time authorities will apply socio-educational measures to determine the level of their culpability and if any jail time will be served. 

Rayane Alves and her sister operated a local circus. She was also running for public office for the first time.

'It is with immense sadness and deep regret that we announce the passing of our dear friend and candidate for councilwoman Rayane, and her sister Ritiely,' Porto Esperidião Mayor Herculis Albertini said in a statement. 'This tragic loss leaves an incalculable pain for all of us,' says an excerpt from the note.'
